How to Read a Sealant Job Proposal: Joint Prep, Backer Rod, and the Shortcuts That Fail in 3 Years

Your board asked three contractors to price the same sealant job. The bids come back at $41,000, $58,000 and $79,000 — and on the surface, all three describe the same work: replace perimeter sealant at windows, sliding doors and expansion joints. Same building, same linear footage, nearly double the price.

It is tempting to assume the low bidder is simply hungrier. Usually, the gap is not hunger. It is scope. The three bids are describing three genuinely different jobs, and the difference is buried in a handful of lines about removal, preparation and backer rod that most boards skim past. Those lines are the entire difference between a joint that performs for fifteen or twenty years and one that quietly lets go in three — right about the time the warranty ends and the rainy season arrives.

Here is how to read a sealant proposal the way a waterproofing professional reads it, and what to ask before your association signs.

Start with One Question: Is the Old Sealant Coming Out?

This is the single most expensive variable in any sealant proposal, and it is the easiest one to disguise.

Look for the words full removal, cut out and remove existing sealant, or remove to sound substrate. What you do not want to see is language like "clean and apply new sealant over existing," "re-caulk," or a scope that simply never mentions removal at all. Silence is not an oversight. On a competitively bid job, silence usually means the crew is planning to gun a fresh bead on top of the old one.

Caulk-over looks fine on day one. It even looks fine at the final walkthrough. The problem is that the new sealant is now bonded to a failing material instead of to the building. Whatever made the original joint fail — UV degradation, chalking, loss of elasticity, dirt at the bond line — is still there, and it is now the weakest link in the assembly. When the joint moves, and in Southwest Florida it moves every single day as the sun swings across the facade, the failure plane is the old sealant, not the new one. You did not buy fifteen years. You bought three, at nearly the price of fifteen.

Full removal is labor. It means blades, grinders, wire wheels and a crew on swing stage or lift spending real hours per opening. That labor is most of the price gap between your bids. It is also most of the value.

Joint Prep: What "Clean and Dry" Should Actually Say

Nearly every proposal contains the phrase "surfaces will be clean and dry." That phrase, by itself, commits the contractor to almost nothing. A thorough scope tells you how.

Look for these specifics:

  • Mechanical cleaning of the joint faces. Grinding or wire-wheeling stucco, concrete and precast joint faces back to sound, uncontaminated substrate — not just scraping the visible residue.
  • Solvent wipe on non-porous surfaces. Aluminum window frames, storefront and glass need a two-cloth solvent wipe: one cloth to apply, a second dry cloth to wipe it off before the solvent flashes. Letting solvent air-dry just redeposits the contaminants it lifted.
  • Primer where the manufacturer requires it. Porous substrates like stucco, concrete and cast stone very often need primer for the sealant to reach its rated adhesion. Primer is cheap. Skipping it is one of the most common silent shortcuts in the trade, and it is invisible once the bead is tooled.
  • Field adhesion testing. A serious proposal includes a mock-up and hand-pull adhesion tests per ASTM C1521 — on your building, on your substrates, before the crew runs thousands of feet. If a bid does not mention adhesion testing, no one is verifying that the sealant is actually sticking until the day it stops sticking.

Also look for weather and substrate-moisture language. On the Gulf Coast, a facade that was rained on at 4 p.m. is not dry at 8 a.m. A contractor who has written moisture-tolerance requirements into the scope is a contractor who intends to honor them.

Backer Rod Is Not an Optional Line Item

If you read only one technical section of a sealant proposal, make it this one.

Backer rod is the foam cylinder installed in the joint behind the sealant. It does two jobs, and both are structural to how the joint performs. First, it controls the depth of the sealant bead so the installer achieves the correct profile — generally an hourglass shape roughly half as deep as the joint is wide. Second, and more importantly, it acts as a bond breaker so the sealant adheres to two faces only.

That second job is the whole ballgame. A sealant bonded on two sides can stretch and compress as the joint moves. A sealant that has also bonded to the back of the joint — three-sided adhesion — cannot elongate properly. It tears internally under the same thermal cycling it was supposed to absorb. You will see it as a hairline split running down the center or the edge of an otherwise new-looking bead.

What to look for in the scope:

  • Backer rod named explicitly, with the type identified. Closed-cell, open-cell and bi-cellular rods are not interchangeable. Closed-cell rod that gets punctured during installation can outgas and leave bubbles or voids in the curing bead; bi-cellular and open-cell products are often the better call on remedial exterior work and in damp conditions.
  • Bond breaker tape where the joint is too shallow for rod. Shallow joints exist on every building. Silence here means someone is going to gun sealant into a shallow joint with adhesion on all three sides.
  • Rod sized for the joint — typically about 25% oversized so it stays put under compression — and a plan for joints that are out of tolerance.
  • Minimum joint dimensions and what happens if joints are too narrow. A joint that is a sixteenth of an inch wide cannot accommodate movement no matter what you put in it. The honest answer is saw-cutting to width, and it should appear as a priced option rather than a change order discovered in week three.

Sealant Type, Movement Capability and the Warranty Behind Them

The product line in a proposal should name the manufacturer, the specific product, and ideally its movement capability — the percentage of joint width the sealant can absorb, commonly expressed as plus or minus 25%, 50% or more.

Chemistry matters here, and it matters more in our climate than in most. High-performance silicones hold up extremely well against Florida UV and heat but generally will not accept paint. Polyurethanes are paintable and are frequently specified where the facade is being recoated, but they chalk and degrade faster under relentless sun exposure. Neither is universally right. What should worry you is a proposal that never names a product at all, or that lists one generic sealant for every condition on the building — horizontal traffic joints, vertical facade joints, window perimeters and dissimilar-material transitions are not the same problem.

Then read the warranty language carefully, because there are three different things that all get called "warranty":

  • A manufacturer's material warranty covers the sealant itself. It does not pay for the lift, the crew or the removal if the joint fails.
  • A contractor's workmanship warranty covers installation. Its value is entirely dependent on the contractor still being in business and still standing behind it.
  • A manufacturer-issued system warranty, available only through approved applicators and typically requiring documented mock-ups, adhesion testing and field inspections, covers labor and material together.

The third is the one worth paying for on a large facade, and it is available only when the prep work in the sections above is actually performed and documented. That is the connection most boards miss: the rigorous scope and the meaningful warranty are the same purchase.

Six Questions to Ask Every Bidder

Send these to all three contractors and compare the answers side by side. The differences will be more informative than the bid amounts.

  1. Is existing sealant being fully removed, and how is the joint face being prepared afterward?
  2. What backer rod type and size are you using, and what is your approach where joints are too shallow or too narrow?
  3. Which sealant products are specified for which conditions, and what is the movement capability of each?
  4. Will you perform a mock-up and field adhesion tests before production work begins, and will we receive the results?
  5. What warranty is being offered — material, workmanship, or a manufacturer system warranty — and what does it require of you to remain valid?
  6. How are unforeseen conditions priced, so we are not negotiating unit rates after the scaffolding is up?

A contractor who answers these clearly, in writing, is telling you they have already thought through your building. A contractor who deflects to "we've been doing this a long time" is telling you something too.

The Bid You Can Actually Compare

None of this is about spending the most money. It is about making sure the three numbers on your table describe the same work, so your board is making a real comparison rather than an accidental one. Sometimes the middle bid is the right bid. Occasionally the low bid is genuinely well-scoped and efficiently priced. But you cannot know that until the scope language is specific enough to hold someone to.

Sealant is a small fraction of a building's restoration budget and an outsized fraction of its water-intrusion risk. Joints at windows, sliding doors, control joints and dissimilar-material transitions are exactly where wind-driven rain gets into Lee, Charlotte and Collier County buildings — and where the resulting damage shows up years later as stained drywall, corroded embedded steel and findings in a milestone inspection report.
