
The 30-Year-Old Parking Garage Problem: Chloride Intrusion Signs Every Commercial Owner in Lee County Should Photograph Today
Parking structures are the most abused concrete on any property. They take direct rain, salt-laden air off the Gulf, vehicle traffic, and thermal cycling — and unlike a balcony or a facade, nobody looks at them closely because everybody drives through them every day.
That's a problem, because a parking garage is also where chloride-induced corrosion shows up first and where deferred repairs get most expensive. If your structure in Lee, Charlotte or Collier County is approaching thirty years old, the most valuable thing an owner or property manager can do this month costs nothing: walk it with a phone and photograph what you find.
What chloride intrusion actually is
Reinforced concrete protects steel chemically, not just physically. Fresh concrete is highly alkaline, and that alkalinity forms a passive oxide layer on the rebar that keeps it from rusting.
Chlorides break that protection. In coastal Southwest Florida they arrive two ways: airborne salt from the Gulf that settles on and soaks into exposed surfaces, and water carrying dissolved salts that penetrates cracks, joints and porous concrete. Over years, chloride concentration at the level of the reinforcing steel climbs. Once it crosses a threshold, the passive layer fails and the steel begins to corrode.
Then the physics take over. Corroding steel expands to several times its original volume. That expansion generates internal pressure the concrete can't resist, and the concrete cracks, delaminates, and eventually falls away. What looks like a surface problem is a section-loss problem in the reinforcement underneath.
The eight things to photograph on your walk
Take pictures with something in frame for scale — a pen, a tape, a business card — and note the level and column line. Date-stamped photos are also the foundation of a useful maintenance record when your engineer or board asks what's changed.
- Rust staining. Brown or orange streaks running down a column, beam or the underside of a deck. The stain is corrosion product traveling with water. The stain is downstream of the problem — look up from it.
- Cracks that run in a line. Random map cracking is usually shrinkage. Cracks that run straight and parallel — especially on the soffit under a deck or along the top of a beam — often trace the reinforcing bars below and indicate corrosion is already expanding the steel.
- Spalls and exposed rebar. Any place concrete has broken away and steel is visible. Photograph the depth and whether the exposed bar is scaled, pitted, or reduced in diameter.
- Delamination — the hollow sound. Tap suspicious areas with a hammer or drag a chain. Sound concrete rings; delaminated concrete thuds. Hollow areas look intact right up until they aren't, and they are the single most common finding on a garage survey.
- Efflorescence and stalactites. White mineral deposits on the underside of a deck, or small mineral formations hanging from a crack, mean water is moving through the slab and carrying material with it.
- Failed joints and sealants. Expansion joints, construction joints, and the joint between the deck and the curb or wall. Cracked, hardened, debonded or missing sealant is how the water and salt get in. This is the cheapest thing on this list to fix and the most consequential to ignore.
- Ponding water. Anywhere water sits after rain instead of draining. Standing water on a deck means a drainage or slope problem, and it means chlorides have extended contact time exactly where you don't want it.
- Deteriorated traffic coating. On decks with a waterproof membrane, look for worn, blistered, delaminated or bare patches — particularly in drive lanes and at turns. A coating that's failed in patches is no longer a barrier.
Where to look hardest
Damage isn't distributed evenly. Concentrate on:
- The top deck — full sun, full rain, and often the least maintained coating.
- The perimeter and any Gulf-facing side — airborne chloride exposure is highest at exposed edges.
- Under and around drains — where water concentrates and where the slab is often thinnest.
- Column bases and the first few feet of columns — splash zone.
- Beam ends and connections — where load and water intrusion overlap.
- Under expansion joints — the soffit directly below a failed joint tells you how long it's been leaking.
What your photos are actually for
You're not diagnosing the structure. That's your engineer's job, and on a building of this age it's likely tied to Florida's milestone inspection and structural integrity reserve study requirements anyway.
What the photos do is three things. They establish a baseline, so next year's walk is a comparison instead of a fresh impression. They tell your engineer where to focus destructive testing and chloride sampling, which shortens the assessment. And they give a board or an ownership group something concrete — literally — to look at when the conversation turns to funding repairs.
That last one matters more than people expect. "The engineer says we need to spend money" is an argument. A photo of exposed, corroded rebar over a parking stall is not.
The timeline argument for acting early
Chloride corrosion is progressive and it accelerates. Early on, the work is sealant replacement, crack routing and sealing, localized patching, and a traffic coating — maintenance-scale work. Left alone, the same areas become full-depth deck repairs, beam and column restoration, supplemental reinforcement, and shoring while it all happens. The cost difference between those two scopes is not a percentage. It's a multiple.
And in an occupied garage, the schedule matters as much as the price. Restoration in an operating structure means phasing, closed levels, and residents or tenants parking somewhere else for a while. Doing it in a planned sequence is inconvenient. Doing it on an emergency basis after a section comes down is something else entirely.
